JACQUES B. LORAINE, JR. Major United States Marine Corps Retired 1948 —1969 Passed away January 17, 2018. Born June 14, 1931 in Bakersfield, CA, he enlisted in the United States Marine Corps Reserve 10 July 1948 and went Regular in 1949. Following graduation from MCRD, San Diego he was assigned to 1st Marine Divisions 11th Marines and saw service in Korea. He served in five major campaigns including the, Inchon Landing, Capture of Seoul, and the Chosin Reservoir. Following Korea he was assigned to Marine Detachment, Marine Barracks, Treasure Island, San Francisco, CA. When promoted to Staff Sergeant in 1952 he was assigned to the Officer Procurement Team, Marine Corps Recruiting Station, Dallas, Texas as NCO in Charge. In 1953 he was selected to attend a special officer candidate course at Camp Lejeune, NC and in 1954 was selected for promotion to the rank of 2ndLt and duty as a Marine Corps Supply Officer. First assignment as a Second Lieutenant was as Assistant Supply Officer on the staff of the Officers Basic School at Quantico, VA. Upon promotion to First Lieutenant was assigned to the Quantico Commissary as the Assistant Commissary Officer and the Troop Issue Commissary Officer. In 1956 was reassigned to the Food Service Field and served as a Bakery Officer at Parris Island from 1957-1959. In 1960 was selected for permanent promotion to Warrant Officer (WO-1) while holding the temporary rank of Captain and was assigned to the American Institute of Baking in Chicago, Ill. for training. Upon completion of training at AIB in 1960, he received orders to Camp Pendleton, CA as the Base Bakery Officer. While assigned to Camp Pendleton was selected for permanent commission as a Captain. In early 1963 was assigned as the Camp Pendleton Base Food Service Officer. In August 1963 was reassigned as the Division Food Service Officer of the 3rd Marine Division and served in this capacity until August 1964 at which time he was transferred to Marine Corps Supply Center, Albany, GA as the Center Food Service Officer and Commanding Officer, Service Company. Upon promotion to Major, in April 1966, became the Executive Officer, H&S Bn, MCS, Albany, GA. In August 1966, was transferred to Headquarters, Marine Corps to serve as the Head of the U. S. Marine Corps World Wide Food Service, Subsistence and Commissary Management Programs and served as the Marine Corps senior representative to the DOD Food Planning Board. Major Loraine retired from the Marine Corps in August 1969 with more than 21 years service. Following retirement from the Marine Corps he served in various executive positions including; Assistant Supervisor School Lunch Programs, Prince George's County Maryland; Commissary Officer, U. S. Army Commissary, Ft. Bragg, NC.; Chief of Stores Operation Branch, Headquarters, U. S. Army Troop Support (Commissary) Agency and Chief of Store Operation Branch, U. S. Army, Southeast Region; Deputy Director, U. S. Army, Northeast Commissary Region ; Director U. S. Navy Commissary Region, Jacksonville, FL. In July 1990 he was selected by DOD to be 1 of 20 members of the Department of Defense Commissary Transition Team responsible for planning and consolidation of the four military services commissary systems into a single DOD Agency. Upon system consolidation he served as Division Chief, Store Operations Division, Defense Commissary Agency, Ft. Lee, VA until his retirement from civil service in July 1993. 1993-1996 he worked as a private consultant to the Computer Sciences Corporation, Integrated Systems Division, Huntsville, and Montgomery, AL Since retirement from Civil Service and his consulting business, he has remained active in volunteer work with U S Army and Marine Corps Veteran organizations including the 1st Marine Division Association as a Director at Large, the Associations local Old Dominion Chapter as VP and President and Secretary of the Phoenix Chapter. He has served on the Board of Directors of the USMCFSA and as publisher of the associations newsletter. He is currently serving a second term as a Director on our Board and has been involved with development of the United States Marine Corps Food Service Association since its inception in 1002. Major Loraine was preceded in death by his wife former Marine Staff Sergeant Jayne Burgess. They have four adult children and four grandchildren. Both Jacques and Jayne are Founding Members of USMCFSA. Jacques was elected to the Board of Directors on July 23, 2003 and served as the Editor of our quarterly newsletter from October 2002 through October 2005. Re-elected to the Board on September 6, 2007 Jacques was subsequently elected Vice President to serve out the term of Joe St' Ours who resigned. A Funeral Mass will be held at 10:00 a.m., Wednesday, Jan. 24, 2018 at St. Joachim & St. Anne Catholic Church, 11625 N. 111th Ave., Sun City, Arizona.
